* Managed both MIS and Telecomm departments with a major focus on new
systems and product development. As a subsidiary of NOS Communications
in Las Vegas, provided support to all members of this telecommunication
company consortium of companies.
* Responsible for 5 direct reports and a flexible matrix organization
including 7 project teams made up of analysts, developers, customer
service members, sales, collection and accounting personnel.
* Due to our development the company grew from $10 million to over $50
million annual revenues in just three years. Supported company growth
into new markets, as well as mergers and acquisitions.
* Responsible for project management office (PMO) and billing.
Organized, taught, evaluated and managed the people and resources for
multiple projects across multiple organizations.
* Due to the impacts of my designs and implementation of our successful
incorporation of least cost routing and integration of our telephone
and billing systems, Was always involved in the negotiation and
management of our telecommunication contracts for both carrier and
large customer organizations.

being driven down, through personal design, development and management

* Since the consortium of telephone companies involved had morphed from
primarily rebilling for telecommunications provided by outside carriers
to a primary carrier with our own national and international networks,
the list of managed carrier contracts ended up including SBC/AT&T,
Verizon, Flag Telecomm and a constantly changing cast of carriers while
our customers morphed from those individual businesses for whom we
provided re-billed long distance to 2nd and 3rd tier carriers and
companies that re-billed their customers, taking on our previous roles.

* Organized growth of the eBusiness practice for the Western Region,
supporting the Irvine branch along with both overall and daily
management of IT infrastructure. Managed 20-30 developers plus
outsourced programming teams located internationally (India and
Philippines).
* Just one example from the many developed and managed was an
assignment to take over a project at CCN in San Diego, a healthcare
billing/insurance organization, that had been working on their project
for 6 months and had yet to produce a single result. Within one month
the project was rescued, produced the expected result and personally
resolved one of the serious shortcomings in their ability to produce
and distribute timely bills. CCN had already spent over $1 million on
the project; it was finished it for less than $100,000. We then went
on to develop their Project Management Office and helped them with the
organization and training to improve their own management capabilities.
UStel, Inc., 08/1994 - 09/1996
Director, Billing and Management Information Systems
* Built and managed the MIS Division (1 telephone tech, 1 LAN
technician and 2 programmers), Billing Division (3 department heads for
billing production and distribution (3 persons), collections (4 persons)
and customer support (12 persons including 24-7 rotations) and 1
secretary).
* During startup phase, personally installed, configured and managed
both the telephone switches and networks and the computer systems and
networks for the entire company. Though we used a commercial billing
service to produce our customer bills, programs and databases were
developed to perform analysis of our telephone costs, revenues and
margins.
* During an exceptionally large growth period, this was used with
Wiltel's own billing processes, to prove that they had overcharged us
by nearly $500,000 for telephone services which we were re-selling to
our customers. A billing system without effective internal audits is
not a good billing system - we were reimbursed for the overcharges.

manager for CETL, along with Professor Janet Kerr, developed the Center

o Medical Systems Analyst, Naval Data Automation Command, Chief of Naval
Operations 1979 - 1982
* Wrote and implemented regulations to manage the development and
procurement of information systems for the entire Navy (and was,
later, adopted by the other military services). This was the first
use of Life Cycle Management being applied to the development of
Information Systems. First used to obtain Secretary of Defense
Approval for the 3/4 Billion dollar project to upgrade/replace the
computer systems in all Navy Regional Data Processing Centers,
World wide.
o Assistant Surgeon General, Bureau of Medicine and Surgery for
Information Systems 1977 - 1979
* Represent the Navy for the Design, Development and Implementation of
the Defense Enrollment Eligibility Reporting System through the
initial release in 1983. The system was designed to identify fraud
and abuse of entitlement programs in the Department of Defense,
especially healthcare and related benefits and is based on the
issuance and administration of ID cards. The first year of operation,
with just 3% implementation saved the government over $40 Million.
DEERS is now over 97% implemented and continues to save money and
reduce abuse of resources.
o Assistant Director, Hospital Administration Division, Bureau of
Medicine and Surgery 1976 - 1977
* Invited the Joint Commission on Accreditation of Hospitals to survey
all Navy Hospitals and Medical Centers with the expectation of raising
the reputation and regard of our health care system. The result was
an increase in recruiting and hiring results for physicians and nurses.
o Director, Regional Data Processing Center, Naval Regional Medical
Center, Great Lakes, IL 1974 - 1975
* Organized and managed the medical data processing support for this
19-state region that included basic and advanced schools for hospital
corpsmen, electronics and communications technicians and specialists,
a large Navy and Marine Corps Aviation Facility and the Naval Dental
Research Command.

the President's Y2K Council, the International Y2K Coordination
Council, the Interagency Coordination Council, the Internet Society
of Japan, the Asia-Pacific Internet Association, the North American
Network Operator's Guild, and Internet representatives from many
countries such as Malaysia, Australia, and New Zealand on the way
to coordinating the Y2K transition for Web developers, content
providers, and Internet users around the world. I was subsequently
requested by the Internet Society and the Office of the President,
United States, to manage the World-wide project to monitor the
actual 1999-2000 transition of the Internet. As I had been
predicting, there were problems but none that threatened lives or
